The Authoritative Data Registers program is the governance foundation of BC’s connected-services platform: every shared fact gets one designated, accountable source, and everyone else references it. I lead the technical side.
- Architecture rationale. I distilled the province’s interoperability suite — current-state assessment, future-state vision, gap analysis, roadmap — into an explicit, testable set of principles spanning identity, data exchange, consent and audit. Its centre is a single-registration model: one validated service manifest projects into the platform’s registers (API catalogue, identity and gateway configuration, semantics, authoritative-source designation, audit ledger), so governance requirements are enforced at the same gate as technical ones.
- Citizen sovereignty, end to end. Privacy zones with pairwise identifiers; consent and delegation on a single mediated exchange path; evidentiary-grade audit; one governed-exceptions gate for lawful access — with Indigenous data sovereignty (OCAP, DRIPA) as a first-class designation gate.
- Standards and substrate. The Data Register Standard, the Data Quality Assurance Standard, and the process for authoritative-data recognition; a governed glossary, common data dictionary and the data-register API specification template; a shared reusable code library; common PIA/STRA guidance so each register team starts from a reviewed baseline instead of a blank page.
- Delivery pilot. A disability use case with the Ministry of Social Development — confirming authoritative sources and minimum viable datasets, designing individual register architectures and APIs, completing PIA/STRA, implementing the data sharing.
